Proposed CO Reorganization Plan

Brady Johnson’s proposed reorganization plan for the Central Office is now available on the I-SS web site as an item on the agenda for Monday’s School Board meeting. According to the plan the Central Office will be cut by 5% for 2010-2011 and this will be done with the elimination of seven positions and continued salary cuts of 2%. In addition the workload of the remaining central office staff will be adjusted and salary adjustments will be recommended for these staff members. Overall, this is supposed to save $201,000.

The new CO organizational chart is included in the plan. The following individuals were included on the previous organizational chart but are not included on the new one: Kris Earl, Judy Honeycutt, Mathew Fail, Linda Gillon, Brenda Clark, Linda Rogers, Carol McCrory, Doug Wooten, Rob Jackson, and Steve Hampton. The plan does not state if these individuals have resigned or retired, or have been reassigned, or terminated.

There are two additions to the organizational chart. Kelly Cooper is listed as Executive Director of Middle School Education/Rtl/504 and Tim Ivey is listed as Director of SLC Grant.

The reorganizational plan also includes a page that lists the additional duties assigned to a number of CO administrators. For example one of the extra duties assigned to Marty Moore is Speaking Engagements and Baldrige Training and one of the extra duties assigned to Dawn Creason is the BNQP Application. Does this mean that I-SS is going to apply for the Baldrige award again? I also find it interesting that one of the extra duties assigned to Dale Ellis is Staff Development yet Jed Stus is now listed as Executive Director of Staff Development & Training. Why is Staff Development an extra duty for Dale Ellis when Jed Stus will be doing the work?

The final page of the reorganization plan gives a listing of the duties and responsibilities for the Associate Supt. For Human Resources (Dr. Dale Ellis), the Executive Director for Staff Development (Jed Stus), and the Executive Director of Teacher Support (Bill Long).

It does look like Mr. Johnson is trying to streamline the CO administrative staff and that, of course, is a good thing. Is it too little, too late? Is it just a smoke screen to hide the true administrative agenda?

A few questions do come to mind at this time. How many, if any, of the individuals who were on the previous organizational chart but not on the new chart will still be employed by I-SS but with different assignments? What will be the amount of the salary adjustments for each of the individuals taking on additional duties? And, as many have asked before, why are raises (adjustments) being considered for administrative staff who take on additional duties while teachers are consistently asked to take on extra duties without any adjustments to their pay? I think the CO administrators are paid quite well as it is. Let them start earning that salary.

You can access the reorganization plan by clicking on the following link. (Note: For some reason at the time of this posting the following link and the link on the I-SS web site were not active. It is the link I originally used to access the plan. The link is working as of June 10th at 6:25 PM.)

I am also including the proposed CO reorganization plan below. (Note: As long as the previous organizational chart is readily available on the school web site, it can be seen by clicking on the image of the chart on the left side of this page.)

  1. What happened to Jada Jonas who is the admin asst for Dawn Creason? I wonder if the organization plan purposely left names off the list to make everyone think "downsizing"? Also since we are NOT hiring new teachers why have that position? Also when I came from another system, the testing person was different from the technology and WOW we were humming in technology. This system needs a technology person who knows technology and who is a visionary. Also I saw Rob Jackson on Monday, he hasn't gone anywhere so what's up with that. Brady - you need to double check your info.

  2. Neither Mary Moore or Dale Ellis served as asst. principal or principal. They have no clue what it takes yet Mary Moore runs the principal academy and Dale Ellis is making decisions about personnel at the schools. Mr. Johnson (because I highly respect you), give us a break. You need qualified people working for you in these positions. Having a doc degree doesn't make you qualified.

  3. Post the salaries from last year and as of July 2010. That'll answer some questions.

  4. Another issue is the use of I-SS vehicles. There are administration who lives out of the county who drive I-SS vehicles. The tech director lives in Randolph County. These people need to move to Iredell or NOT be furnished with a vehicle. They receive a hugh salary plus a car and gas. That is crazy.

  5. OH MY GOSH! Making those salaries and receiving FREE vehicles and gas to travel to and from work, that is unreal. Why would ANYONE approve this???

  6. They're cutting $201,000 at Central Office! Wow! We should all be impressed!!! Wait, what's that? They're cutting worker suppliments to the tune of 2 Million, only replacing 25 of 50 current positions....well, gee that $201,000 doesn't sound quite so impressive now. :-(

If I hear the extra duties excuse again to justify raises, my head may physically explode.

I'm beginning to believe more and more that superindentends should be elected. It would force them to be more in touch with what actually goes on in school and how much extra duties we are taking on.

  7. Wow so many given vehicles to drive I can only imagine how many work for Iredell County and get "company" cars!

  8. I-SS is a crock!! Full of nonsense and smoke screens. Another attempt by CO to make everything look nicey-nice to justify supplement cuts. And you believe them???? I understand Matthew Fail resigned (gee, what a shame!), for what reason, I don't know, but the others?? Is I-SS just firing them or placing them elsewhere? Take Linda Rogers, for example. She was a PE teacher before she took her current position. Will she be allowed to go back to that role?? And really....what exactly IS Bill Long's need in this district?? I agree with June 10 at 8:34 PM, Marty Moore and Dale Ellis are clueless how to run things. Just because Marty Moore's husband is a middle school principal doesn't make her knowledgeable in her job, now does it??

  9. Interesting, didn't know that Marty Moores' husband also works for the system. Perhaps they could post the husband/wife salaries, Moore/Moore, Ellis/Ellis....? Of course Bd of Ed chairman Cash's wife is only a LEAD TEACHER. I-SS should have a policy like other systems.
On another note, I have met Bill Long and he is very nice but since the system isn't hiring it doesn't make sense to pay for that position. What about the building person, Rob Jackon and the 2 or 3 hired to help him with construction (what a joke especially if you have visited the new buildings and seen the inferior construction). I think one of them was the former Fire Chief-Gallon.

  10. Response to "The tech director lives in Randolph County." FYI - Mr. Neal does not drive his assigned car home. Please check before posting incorrect information.

  11. To Anon June 12, 8:19: Yes, Garry Moore is the Principal at one of the middle schools. She got her job, then the principal who was there for only a year got booted out and Garry got the job. Hmmmmm, connection?? As for Diane Cash, Dr. Cash's wife....yes Lead Teacher. Everyone knew she was going to get that job. I wouldn't be surprised if she ends up in charge of something more. No nepotism in this district...naaaahhh.

  12. Oh, one more thing....Bill Long is NOT a nice person. He is just as cunning as the rest of them. Don't be fooled!

  13. Nepotism, well I guess even if someone requested a policy it would not be approved ;-) Well there is that "grandfather" clause.

  14. A lot of this "reorganization" is just smoke and mirrors. The money that was gained by the positions that were eliminated approximates the money that is needed to pay for the new position that was created. So, it's a wash. Not only that: when the positions that were eliminated are funded by grants (as many of them were) that doesn't really save the district any money. Either those positions will be refilled as required by the grant, or that money reverts to the state or federal government. That money does not go to the district. Finally, several of the positions were not really eliminated - those folks resigned to go to other districts. While I-SS moves away from systems work, other districts and the federal government are moving toward it, and so those folks who know about systems are in high demand.

  15. If anyone is really interested in meaningful reorganization he/she should look at the HR department. In a district this size do we really need 3 administrators - each making over $100,000 per year to run one department? Why hasn't that been downsized?

    ReplyDelete
  16. And under Dawn Creason on the organization chart she doesn't have Jada Jonas listed HOWEVER she is still employed. Where is Rob Jackson's name?

  17. Nepotism? Ron Hargraves wife is an ISS assistant principal (was principal at Pressly), Ron Hargraves relative is now principal at West High School, Ron Hargraves relative is now a coordinator at Monticello - how many other relatives does he have???

  18. Anon June 14, 2010 7:53 AM - GREAT question!!! Sure wish someone would ask the bd of edu and/or Brady Johnson!

  19. Once again, there is a failure by the Statesville Record and Landmark to fully provide the tax-payers of Iredell County with needed details so that they can decide for themselves whether or not their elected officials are preforming the duties for which they were elected -- one of which is the prudent management of resources.

Tax-payers need comparative salary information (all public servant salaries are public information) for upper CO admins over the last three years and for teachers -- let's see where the money is going. Also the percentage of total funds that goes to I-SS administration should be published for all to see and analyze.

We need some sunshine to expose to all exactly what is going on here ---I promise you, the tax-payers would not be happy with the gross mismanagement of their money.

Do a piece on this S R&L ...we dare you! Or better yet, maybe a real newspaper should write an expose -- the Charlotte Observer

  20. Recently the R&L posted salaries of the top dogs. The problem is they were given OLD information. I challenge the R&L to post the October stats. It will be interesting ALSO post salaries including local as well as state as some positions are paid by the state and supplemented with local funds resulting in higher salaries than reported.
